Mr. Md. Abul Kalam Azad, has been rendering the responsibility of Chairman, PGCB since 03 January 2012. He was born in Jamalpur in 1957 in a Muslim influential family. He obtained his L.L.B (Honors) and L.L.M. degree from University of Dhaka. He joined in Administration cadre service through BCS 1982 regular batch. He served the government in different positions including Secretary, Power Division and Senior Secretary, Economic Relations Division (ERD). He was transferred to Prime Minister’s Office as Senior Secretary. He was promoted to Principal Secretary, Prime Minister’s Office on 16 February 2015. He visited many countries of the globe for training purpose and for government’s important assignments. After retirement he joined as Principal Coordinator, Sustainable Development Goals (SDG), Prime Minister’s office on 04 December 2016 for three years.

Dr. Ahmad Kaikaus joined the Power Division as Secretary in charge on 15 December, 2016. Prior to his joining at the Power Division of the Ministry of Power, Energy and Mineral Resources, Dr. Ahmad worked for 3 years as the Deputy Chief of Party of the Policy Research and Strategy Support Program (PRSSP) at the International Food Policy Research Institute (IFPRI), which was funded by the United States Agency for International Development (USAID). He has an unusual combination of civil service experience in a developing country and high academic accomplishments with solid empirical research involvement. His civil service career provided him a unique opportunity to working in diverse places encompassing both rural and urban areas, regulatory and development agencies, and local government as well as ministerial positions. His academic and research background, on the other hand, made him well conversant of the development policy perspectives.
Dr. Kaikaus received his Master of Arts degree in Development Economics from the Center for Development Economics, Williams College, Massachusetts, USA, and PhD in Public Policy and Political Economy from the University of Texas at Dallas, Texas, USA. His research focus covers interdisciplinary subjects such as governance, poverty, development, labor market, migration, etc. Dr. Ahmad has published research papers and survey reports for IFPRI. His one of the significant journal articles was in the World Development Journal on the structural transformation in Bangladesh economy. He has expertise on developing questionnaires and sampling frames for surveys. Along with his current government responsibilities, he is also researching on cluster-based economic transformation, fish value chain, rural nonfarm economy, and public expenditure for economic development.
Dr. Ahmad Kaikaus joined the Bangladesh Civil Service (Administration) cadre on 21 January 1986. He has worked different levels of field administration such as Assistant Commissioner, Upazila Magistrate, and Upazila Nirbahi Officer. He also worked on deputation in several organizations that include Directorate of Accommodation, Department of Narcotics Control and Bangladesh Services Limited. At the Ministerial level, Dr. Ahmad worked for the Ministry of Public Administration, Ministry of Post and Telecommunications, Economic Relations Division, Additional Secretary Power Division and Chairman Bangladesh Energy and Power Research Council (EPRC). Dr. Kaikaus also worked as part-time faculty at Collin County Community College in Texas, USA and at the American International University, Bangladesh. He regularly attends as guest speaker at the Public Administration Training Centre, Bangladesh Civil Service Academy, and the Dhaka University.
Dr. Ahmad Kaikaus is the Chairman of Board of Directors of number of companies like Dhaka Power Distribution Company Ltd., North-West Power Generation Company Ltd., Electricity Generation Company Ltd., Coal Power Generation Company Ltd., Ashuganj Power Station Company Ltd. and Bangladesh-India Friendship Power Company Ltd. The Government has also entrusted him with the responsibility of Director of couple o more companies like Power Grid Company of Bangladesh Ltd., Infrastructure Development Company Ltd., Infrastructure Investment Facilitation Company Ltd., Bangladesh Infrastructure Finance Fund Ltd.

  • Engr. Khaled Mahmood

Engineer Khaled Mahmood is the Chairman of Bangladesh Power Development Board (BPDB). He assumed the responsibility as the 43th Chairman on 17 August 2016. Before joining as Chairman he was serving Member (Generation) in the board. He was born in 23 December 1958 in the district of Mymenshing. He achieved BSc Engineering degree on Electricity from Bangladesh University of Engineering and Technology (BUET) in the year 1981. On 11 August 1981 he joined BPDB as Assistant Engineer in board affairs department. Later he served in Design and Inspection Department, Deputy Director Function Department, Chief Engineer (Generation) Office, with different capacities. He also served as Chief Engineer (Generation) in BPDB.
Engineer Khaled Mahmood travelled India, China, South Korea, Japan, France, the USA, Check Republic, Italy, Australia, Germany, Turkey, Thailand, Singapore etc. countries for training and professional assignments. He is married and blessed by a son and a daughter.

Mr. Md. Shafiul Islam is a visionary business leader and successful entrepreneur of Bangladesh. He is playing a very important role for development of private sector of the country with his vibrant and dynamic leadership. He was Born in 16 February 1955 in the District of Dhaka at Kaligonj, Keranigonj.

Mr. Islam is the Managing Director of Onus Group.

He led the RMG Sector of the country over thirty years and was the president of Bangladesh Garments Manufactures and Exporters Association (BGMEA), the largest export earning sector of the country. He proactively involves with different international and regional business organizations and contributing for regional economic integration. He is the Executive Committee Member of SAARC Chamber of Commerce & Industry (SAARC CCI), the apex regional trade body of SAARC countries and governing body of Silk Road Chamber of International Commerce (SRCIC). He also involves with the Confederation of Asia-Pacific Chambers of Commerce and Industries (CACCI), the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), One Belt One Road (OBOR) initiative, etc.

He is representing the private sector in different government and semi-government organizations, e.g., Directors of Export Promotion Bureau (EPB), Bangladesh Export Processing Zones Authority (BEPZA), Bangladesh Economic Zones Authority (BEZA), Bangladesh Investment Development Authority (BIDA), Nuclear Power Plant Company Bangladesh Ltd. and Bangladesh Foreign Trade Institute (BFTI) etc. He led the business delegations in different parts of the world. He started his export-oriented garments industry namely, Onus Group, the largest export earning sector of the country. He has also successfully diversified his business in other sectors like garment accessories, real estate, shipping, fishing trawler, bredging, solar energy, auto bricks, handicrafts etc. He has employed over six thousand people in his business group recently.

Besides business, he actively involves in the social activities and holds positions of different social organizations. He is the Director of Trustee Board-BGMEA University of Fashion and Technology (BUFT). He is also the Vice President of Society for Anti Addiction Movement (SAAM), Vice President of Centre of Excellence for Bangladesh Apparel Industry (CEBAI) and Vice President of Rugby Federation, Director of Mohammedan Sporting Club Limited, Director of BGMEA Apparel Club.

Mr. Islam obtained B.Com (Hon’s) & M.Com degree in Accountancy from University of Dhaka. He Married to Mrs. Leesa Khalid Islam and is blessed with three daughters and one son.

A. B. M. Harun-ur-Rashid received B.Sc. in Electrical & Electronic Engineering from Bangladesh University of Engineering and Technology (BUET) Dhaka, Bangladesh in 1984, M.Sc. Engineering from Oita University, Japan in 1988 and Ph.D. from The University of Tokyo, Japan in 1996. He has been serving as faculty member in the Department of Electrical & Electronic Engineering at BUET since 1996 where he was promoted as Professor in 2006. He also served as Design Engineer at the Tokyo Design Center of Texas Instruments Japan Ltd. between 1988-1993 where he worked on the research and development of Bi-CMOS process for mixed signal VLSI circuits. He was a Research Fellow at Research Center for Nanodevices and Systems, Hiroshima University, Japan between 2001 to 2003 where he demonstrated very small size integrated antenna with very high transmission gain achieved by proton implantation on a Si-substrate.
Dr. Rashid is a senior member of IEEE. He was the president of IEEE Bangladesh Section in 2010, founding Secretary of IEEE Electron Device Society Bangladesh Chapter, and took the leadership in founding the IEEE Communication Society Bangladesh Chapter, joint IEEE EDS/SSCS Bangladesh Chapter and IEEE Women in Engineering affinity group of IEEE Bangladesh Section.
Dr. Rashid received Japan Society for the Promotion of Science (JSPS) postdoctoral fellowship for conducting joint research with the Research Center for Nanodevices and Systems, Hiroshima University, Japan for 2 years between 2001-2003. He also Received Tokyu Foundation Fellowship for the first and second year of the Ph.D. Course (Oct 1993- Sept 1995) at the University of Tokyo and Received Rotary Yoneyama Fellowship for the 3rd Year of the Ph.D. Course (Oct 1995 -Sept 1996) at the University of Tokyo. He also received the Japanese Government Ministry of Science, Education, Culture and Sports (MONBUSHO) Scholarship from April 1986 - March 1988 to complete Master's degree in Electronic Engineering and from April 1985 - March 1986 to study the Japanese Language Courses.
Dr. Rashid have published 55 technical papers in various peer reviewed national and international journals and conference proceedings. He hold Japanese patents EP1617475 awarded in January 2006 and KR 1020057019981 awarded in February 2006.

A K M A Hamid was born on 13 May 1951 in a respectable and literate family at Karaniganj, Dhaka, Bangladesh. He obtained Diploma in Civil Engineering Degree from Dhaka Polytechnic Institute in 1968. He joined Dhaka WASA in 1969 and retired 2006 holding the post of Superintending Engineer. Presently he is Executive Managing Director of MCL Hotline Bangladesh, Director of Dhaka WASA & Director, Power Grid Company of Bangladesh (PGCB) and also Member of the National Water Council & many more committees of the GoB.
He is founder Joint Secretary & served 28 years as General Secretary of the national largest professional organization named the Institution of Diploma Engineers, Bangladesh (IDEB). With his dynamic leadership IDEB has taken historical decision to join in the great Liberation War of Bangladesh. Now, he is the President of IDEB and the Editor of the registered Socio-Economical Technical Journal The Karigar, which is publishing for the last 40 years. He also founder of many educational institution & social organization.
Mr. Hamid is founder Secretary General of SAARC Diploma Engineers Forum (SDEF) recognized Apex Body of SAARC. The Mid-Level Engineers Forum of Asia Pacific which were established by his dynamic leadership.
He has visited many countries of the world.

Major General Moin Uddin, is the Chairman of Bangladesh Rural Electrification Board (REB). He born in a moderate Muslim family at Khusipur village under Dagonbhuiya upazila of Feni district on 02 January 1961. He is son of Late Abdus Salam Mia and Late Mahmuda Akter.
He achieved his M.Sc Engineering in Electrical & Electronic from Bangladesh Engineering & Technology University (BUET).
Major General Moin Uddin got commission in Bangladesh Army on February 1983. Since then, he has been performing his duty in various strategic positions actively.
He has traveled many countries including China, Hongkong, Thailand, Kuwait, Iraq, Saudi Arabia, Congo, Japan, Liberia, Malaysia, Ivory Cost, Rassia, Singapur, Netherlands and United States of America. He is fond of reading books. Major General Moin Uddin is blessed with two daughters.

Engr. Masum-Al-Beruni, a professional Electrical Engineer was born on 1st October, 1954 in a respectable Muslim family from Jamalpur. He completed his graduation in Electrical Engineering from Bangladesh University of Engineering & Technology (BUET) in 1977. He started his carrier as Assistant Engineer in BPDB in the year 1977. He worked as Assistant Engineer, Sub-Divisional Engineer, Executive Engineer in BPDB during the period of 04.11.1977 to 30.08.1999. He worked as senior system analyst in Dhaka Computer Center from 1999 to 2005 and also in M/S Price Waterhouse Coopers Ltd. He worked as Director Design from 2006 to 2007 and as Chief Engineer, Planning and Design. He worked in second leadership position in BPDB, as a member, Planning and Development from 19.12.2010 to 17.08.2011 whose key responsibilities are to guide and monitor the progress of all the big projects of BPDB of different power plant projects like Sylhet, Chandpur, Sikalbaha etc. He worked as member, Distribution as well as member, PBS & Training. He worked almost 34 years in BPDB and 2 years in REB. He is a Fellow of the Institution of Engineers, Bangladesh (IEB). He attended a wide range of training/workshop program at home and abroad like Technical Training on Power System Analysis with Digital Computer in West Germany in 1981, Technical Training on Power System Planning in Thailand in 1985. He also attended different seminar and workshop in Nepal, Bhutan, England and China. He attended Several Factory Test Witness and Pre Shipment Inspection of goods and materials at home and abroad. He developed different technical software for distribution system like voltage drop calculation, fault analysis, power factor improvement etc.
